       The services to be provided include, but are not limited to the following:

  1. Design and development of web services in an enterprise environment.

  2. Design and development of Java and portal based web applications in an enterprise environment.

  3. Assisting with the integration of web services with those developed by enterprise stakeholders and trading partners

  4. Worker ensures compliance with:  approved standard operating policies and procedures (SOPs);  approved scalable project management methodology including justification, initiation, planning, executing, monitoring and controlling, and closing;  the Texas Project Delivery Framework, software engineering procedures including requirements, design, coding, testing, deployment;  and quality and testing standards for deployment into production.

  5. Worker shall have strong writing, analytical, interpersonal, organizational, and communication skills with project management experience.

  6. Other duties as assigned.

Minimum Requirements:




Experience in designing, developing, and deploying enterprise Database architectures on the Oracle platform


Experience in using Java J2EE, SOA


Experience with Websphere


Development experience with Websphere Portal Server, JSP, Servlets, LDAP, Portlets, EJB, JDBC, SQL, and JNDI required.


Strong understanding and knowledge of the Websphere/J2EE architecture, EJB, UML, Patterns/Frameworks, JDBC/OBDC, UML modeling & OOD skills, and J2EE integration points with external or third party products. Strong understanding of the MVC patterns or the STRUTS framework


Strong experience developing web services in an enterprise environment


SQL programming experience.  Knowledge of JDBC interactions with relational databases.  Ability to create, read and understand Oracle/Sybase based stored procedures or a related database application (e.g.,DB2).


Analytical, interpersonal, technical, and both oral and written communication skills






Experience with Oracle and other development tools as necessary


Work experience within a Health and Human Services Commission Agency desired.
