Time Solution seeks a Senior Management Consultant to provide strategic business advice and full life-cycle acquisition support to USAID M/CIO to ensure the agency efficiently achieves its mission objectives through the use of Information Technology. USAID relies heavily on the availability of Information Technology (IT) systems and infrastructure to serve nations around the globe. The Management Bureau, Office of the Chief Information Officer (M/CIO) delivers the necessary tools to enable individuals at headquarters and in the field to focus on completing the USAID mission. The M/CIO is responsible for providing IT systems and infrastructure to our Agency customers. The Senior Management Consultant shall assist M/CIO management and staff in developing, tracking, processing, reconciling and reporting on the current Fiscal Year (i.e., budget execution) and out year budgets (i.e., budget formulation) to meet critical policy and program priorities. Essential Duties and Responsibilities: (Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position) Provide internal budget schedules and milestones; Provide OMB required exhibits; Provide budget narratives and documentation to support OMB submissions; Provide presentations for staff and Agency management as needed; Provide analysis and assist with implementation, procedures and directives relating to budget, chargeback methodologies and guidance, capital planning guidance, consulting and tracking, and portfolio development; ADS Review - Assist with the review of applicable ADS Chapters and provide recommendations for modification as necessary; Provide cost savings support and analysis as follows: cost savings modeling, data gathering, analysis, presentations and reporting; Provide oversight and support in execution of current year budget funds through automated systems used by USAID for funds acquisition processing; Create and maintain a repository of current year contract financial information for the IT contract portfolio, to monitor and track actual contract financial data against planned contract annual targets. Minimum of a Bachelor’s degree in Business Administration, Finance, Mathematics, IT, or another relevant discipline and a minimum of 10 years’ experience in a similar role supporting a federal agency required. Master’s degree preferred. PMP certification required. Must have demonstrated experience with large project management. Secret Clearance Required Desired Qualifications: Certified SCRUM Master preferred. IIL Certification preferred. Knowledge, Skills and Abilities: Knowledge of budget formulation, execution Strong Excel Skills Financial Modeling experience Excellent Writing skills Knowledge and experience with out year planning for operating expense- out year implications Demonstrated experience with budget development and enhancement Knowledge and Experience with OMB 300’s Knowledge and Experience with Exhibit 53 Knowledge and Experience with CPIC analysis, EVM Knowledge and Experience working with PCM group to provide technical inputs to OMB 300 and Exhibit 53 Knowledge of strategic planning, ROI, cost benefit analysis Knowledge of General EA theory Knowledge and Experience with capital investment funds Diversity: · Shows respect and sensitivity for cultural differences; Educates others on the value of diversity; Promotes a harassment-free environment; Builds a diverse workforce.
