Description:Through continuous engagement with the business product owner, the Scrum Master analyzes business needs and determines functional and cross-functional requirements. Performs functional allocation to identify required tasks and their interrelationships as they fit within the Kanban framework. Identifies resources required for each task and removes impediments that impede the team’s flow of Kanban process. Possesses expert knowledge and experience in the ESB-VIBE requirements and integration with D&B. Works with engineers and testers on systems integration. Provides daily supervision and direction to support staff. Coordinates and follows the established Process Control and Release Management requirements in order to receive release approvals for deployment to Production. The Scrum Master assists in managing a large, complex task order (or a group of task orders affecting the same common/standard/migration system) and shall assist the Program Manager in working with the Government Contracting Officer (CO), the task order-level Task Managers (TM), Government management personnel and customer agency representatives. Under the guidance of the Program Manager, responsible for the overall management of the specific task order(s) and insuring that the technical solutions and schedules in the task order are implemented in a timely manner. Performs enterprise wide horizontal integration planning and interfaces to other functional systems, including the development of conceptual systems requirements; systems integration requirements; systems phasing plan; business application consultation; problem tracking/management; and preparation and delivery of presentations. The Scrum Master designs, develops, enhances, debugs, and implements software. Troubleshoots production problems related to software applications. Researches, tests, builds, and coordinates the conversion and/or integration of new products based on client requirements. Designs and develops new software products or major enhancements to existing software. Evaluates effectiveness. Addresses problems of systems integration, compatibility, and multiple platforms. Consults with project teams and end users to identify application requirements. Performs feasibility analysis on potential future projects to management. Assists in the evaluation and recommendation of application software packages, application integration and testing tools. Resolves problems with software and responds to suggestions for improvements and enhancements. Acts as team leader on projects. Instructs, assigns, directs, and checks the work of others on the development team. Participates in development of software user manuals and technical reports. The Department of Homeland Security (DHS), United States Citizenship and Immigration Services (USCIS), Office of Information Technology (OIT) has consolidated technical support services for sustainment of existing and development of new critical business Service Oriented Architectures (SOA) and Business Process Management (BPM) initiatives and integrated them with USCIS Transformation development effort to improve program effectiveness. DHS has identified several requirements to support end user driven requirements elicitation, engineering and design, service architecture and development, business process development and testing validation, support to OIT operations and guidance for SOA and BPM standardization. Key Tasks and Responsibilities: Provides technical/management leadership on major tasks or technology assignments Plans, coordinates, and supervises all activities related to the design, development, and implementation of the organization's applications development and analysis function Manages multiple development teams supporting different lines of businesses Work closely with clients in order to map and support their operational needs Responsible for developing, distributing, supporting, enforcing, and integrating best practices and technology standards across the organization Provide all deliverables required USCIS Lead technical teams in delivery of services and deliverables Set priorities and provide direction for respective team leads Maintain contractual requirements Maintain and manage project finances and schedule Manage Agile development work which involves analysis, requirements collection, design, development, and testing Manage support functions of configuration management, planning, project management, infrastructure, service desk support, reporting, security, and system administration Required Education & Experience: Master’s Degree and/or 15+ years’ experience Experience or familiarity with JMS, MQ, Mule ESB Designer or with TIBCO Business Works, TIBCO Enterprise Message Service, TIBCO iProcess Suite, TIBCO iDecisions, TIBCO Business Events, TIBCO Business Studio, TIBCO Designer Certification Requirements: PMP certification desirable Clearance Requirements: Candidate must be a US Citizen Candidate must possess DHS Suitability background investigation or be eligible to qualify for DHS Entry of Duty background investigation followed by DHS/USCIS Public Trust Clearance EOE AA M/F/Vet/Disability EEO is the Law
