Overview: The Scrum Master will lead a group of software test engineers as part of the Independent Test and Evaluation group in support of DHS U.S. Citizenship and Immigration Services IT programs in their ongoing enhancement of applications and development of new applications. Must be able to gain and hold a DHS Public Trust 6C/T-1 background investigation through the USCIS EOD process. US Citizenship required for clearance. Responsibilities: The Scrum Master guides and helps the team with Agile processes. The Scrum Master does anything possible to help the team perform at their highest level. This involves removing any impediments to progresses. The Scrum Master protects the team by making sure they do not over-commit themselves to what they can achieve during a sprint and insures they are not distracted from meeting story commitments. The Scrum Master protects the team from complacency and is constantly seeking ways to improve the velocity of the team. Facilitates communication among the team members and other stakeholders on the project. Qualifications: Education - Bachelor’s level degree in Computer Science, Business, Mathematics or related field. Masters preferred. Certification - One or more Agile related certifications such as CSM, SA, PMI-ACP Experience - More than 10 years of professional IT experience, including 2 years in an agile organization utilizing Scrum or Kanban practices. Servant Leadership – Must be able to garner respect from his/her team and be willing to get their hands dirty to get the job done Communicative and social – Must be able to communicate well with teams Facilitative – Must be able to lead and demonstrate value-add principles to a team Assertive – Must be able to ensure Agile/Scrum concepts and principles are adhered to, must be able to be a voice of reason and authority, make the tough calls. Situationally Aware – Must be the first to notice differences and issues as they arise and elevate them to management Enthusiastic – Must be high-energy Continual improvement - Must continually be growing ones craft learning new tools and techniques to manage oneself and a team Conflict resolution - Must be able to facilitate discussion and facilitate alternatives or different approaches Attitude of empowerment - Must be able to lead a team to self-organization Attitude of transparency – Must desire to bring disclosure and transparency to the business about development and grow business trust Agile practices – Must have a solid knowledge of agile practices and be able to mentor others. (story composition, backlog management, retrospectives, daily stand-ups, iterative development, sprint reviews) Software development - Understand basic fundamentals of software development processes and procedures Value focused - Understand the value of commitments to delivery made by a development team Metrics - Understand how to collect and use agile metrics to drive improvement. Clearance - Current DHS Suitability Determination and Entry on Duty (EOD) or US Citizenship w/the ability to pass a government background check.
