PMO Project Manager Admin II
Description:Job Summary Provides professional project management PMO administration services for Molina Medicaid Solutions (MMS) projects on engagements that run approximately 12 - 24 months and/or participates and/or manages subprojects of multi-year engagements. Defines and executes project management processes in the areas of project initiation, project planning, project execution, project monitoring, risk identification and remediation strategies, project status reporting and earned value calculations and reporting. Utilizing various PM tools, executes project plan analysis, identifies areas of risk, develops risk mitigation strategies, calculates earned value, and report recommendations to the project engagement manager or PMO Project Manager Administrator III. Provides these services for projects spanning 2 plus years and 50+ individuals. Essential Functions o Provides project management leadership supporting either a large project or several smaller projects simultaneously. o Manages all aspects of assigned projects throughout the project lifecycle including project scope, schedule, resources, quality, costs, issues, risks, communications and changes. o May perform the duties of a Scrum Master or Scrum Product Owner as required for project delivery. o Identifies areas of project risk and demonstrates basic skills in root cause determination and development of remediation plans. o Develops MMS customer specific project management plans that include the management of scope, schedule, cost, resources/organization, communications, risks, issues, quality, configuration/documentation and procurement. o Develops and maintains a detailed project schedule to include milestones, tasks, and target/actual dates of completion. o Revises project plans and schedules as appropriate as a result of approved changed requests. o Prepares and submits project status reports to management and conduct regularly scheduled project status update meetings. o Facilitates the identification and management of project risks, issues and action items. o Facilitates the project change management process. o Communicates with all areas affected by the project to include internal subject matter experts, external corporate .departments and MMS customers. o Willingness to travel up to 25 - 50% in support of the projects. • State Plan / Department Specific Duties and Responsibilities o Participates in the implementation of project management tools implementations and enhancements. o Prepares materials and trains project team members in the use of project management process and tools. o Facilitates and participates in technical/business discussions, requirements clarification sessions, etc. as required. o Develops and documents MMS specific best practices for project delivery methodologies and project management. o Participates in the development of MMS bids and proposals. o Mentors MMS staff in project management best practices. Knowledge/Skills/Abilities o Strong background knowledge of software development methodology, COTS project implementation methodologies and software engineering best practices o Knowledge and/or experience with Agile development methodologies including Scrum o Excellent business writing skills and excellent verbal communication and interpersonal skills o Ability to make effective business decision and to work independently and within a team o Ability to effectively manage time, prioritize work, multi-task across many assignments with minimal direction o Ability to assess and evaluate internal processes for improvement opportunities o Ability to analyze and organize data in order to prioritize project and process opportunities o Proficient at MS Office Tools (Word, Excel, Project, PowerPoint and Visio) o Ability to abide by Molina’s policies o Ability to maintain attendance to support required quality and quantity of work o Maintain confidentiality and comply with Health Insurance Portability and Accountability Act (HIPAA) o Ability to establish and maintain positive and effective work relationships with coworkers, clients, members, providers and customers Job Qualifications Required Education: Bachelor’s Degree in a related field or equivalent experience Required Experience: 5 - 7 years of software development and/or COTS product implementation project management experience 2 years of Agile Project Management experience 5 years Medicaid Management Information System (MMIS) implementation project management experience including operational expertise Required Licensure/Certification: Project Management Institute PMP Certification Preferred Education: Scrum Master and/or Scrum Product Owner training Preferred Experience: N/A Preferred Licensure/Certification: N/A Additional DescriptionTo all current Molina employees if you are interested in applying for this position please apply through the intranet job listing.
