Description Our Mission The PCAOB is a private sector, non-profit corporation, created by the Sarbanes-Oxley Act of 2002, as amended, to oversee the auditors of public companies and broker dealers in order to protect the interests of investors and further the public interest in the preparation of informative, fair, and independent audit reports. The PCAOB also oversees the audits of broker dealers, including compliance reports filed pursuant to federal securities laws, to promote investor protection. Job Description The PCAOB has a full-time, regular position for a Senior IT Project Manager in the Office of Information Technology (OIT) based in the Ashburn, VA regional office with some travel to the PCAOB's headquarters in Washington, DC. As a member of the Operations Management team, this position is responsible for building and managing relationships with business owners, project management, and developing performance management tools and templates. The position requires excellent communication and relationship management skills to influence and resolve conflict with competing demands from the various business areas. Responsibilities Serve as a Senior Project Manager to support multiple and concurrent OIT initiatives (using Agile and waterfall methodologies) to ensure that project deliverables are within scope, schedule, budget, and quality requirements. Coach the project team in Agile approaches to project execution (much like a Scrum Master) Facilitate project ceremonies and kick off; define the project schedule with a focus on regular releases and delivering value early; manage deployment planning and execution; manage stakeholder expectations; work with and support the product owner. Work with OIT leadership to forecast demand for products and services based on planned activities. Work with OIT staff to develop clear business requirements/business cases for business owners. Possess strong process orientation and demonstrated ability to define and document new or improved product/program planning, development, and project management processes and workflows. Ability to diagram and document existing and proposed new business/technical processes using Visio and other tools. Improve working relationship with constituents (e.g. communication, collaboration, issue resolution and escalation) and drive continuous improvements in behavior and performance. Provide the ability to manage project performance based on a defined set of criteria (related to delivery, quality, financial, schedule, and customer satisfaction, etc.) via operational and financial metrics. If needed, define/refine, develop and implement tools, reports and systems to measure and manage the business processes utilizing all available data and conduct scheduled gate reviews. Collaborate with business and project stakeholders as appropriate to ensure that milestones and quality standards are being met. Maintain required information in established tracking systems and shared drives to ensure transparency of project status (including risks, issues, and actions), performance, and business continuity. Track and report all negotiated savings and cost avoidance per project. Assume a key leadership role in identifying outsourced and/or cloud-based solutions to improve business outcomes and reduce costs. Embed the right governance framework with the stakeholders at operational, tactical and strategic level. Supports the collection of data and preparation of documents of key OIT metrics for SEC Reporting. Possess outstanding written communication, analytical and problem-solving skills. Proven ability to create executive level reports, dashboards and presentations. Highly skilled in the creation of PowerPoint presentations, presenting text, diagrams, and metrics in visually compelling ways. Highest attention to detail with ability to synthesize information from multiple sources and distill it in crisp, clear language appropriate for executive audiences. Demonstrated ability to consistently produce top-quality deliverables appropriate for an executive audience. Strong verbal communication, presentation, collaboration and teamwork skills with demonstrated ability to gain trust, secure buy-in and influence change at all levels. Highly effective facilitation skills in both small and large group settings. Requirements Required Qualifications Bachelor's degree with at least 10 years of experience in IT project management and operations management. Project Management Professional (PMP) certification is required. At least 5 years of hands-on experience with managing traditional SDLC/waterfall and Agile projects and contracts. At least 5 years of hand-on experience managing vendors relationships and performance, including significant contracts for outsourcing services. Excellent interpersonal, negotiation, collaboration, and communications skills, both written and verbal. Strong general and financial management skills. Strong influencing and network skills as the organization relies on working in a matrix organization with a diverse array of cultural backgrounds, skill sets, job levels, and experience levels. Preferred Qualifications PMI's Agile Certified Practitioner (PMI-ACP) Certified Scrum Master (CSM) Certified Scrum Product Owner (CSPO) Experience in a technical delivery area such as software development, security, architecture or applications management and operations is a plus. 3+ years prior experience as an Agile Program/Project Manager or Scrum Master in an Agile/Scrum development environment, including strong preference for 2+ years of hands-on experience with VersionOne. Solid understanding of the Software/Product Development Lifecycle (SDLC/PDLC) and program and project management techniques, methodologies and best practices. Equally effective working with both engineering/technical team and product/business team members.
