DESCRIPTION:

 

The HHSC Enterprise Applications IT area is preparing for the procurement of a vendor to perform a system upgrade and reviewing options for a contract management solution.  This position is needed to assist with the development and documentation of the procurement process for the system upgrade as well as the requirements gathering and procurement definition for a contract management solution.  The worker should have experience with Enterprise Resource Projects (ERP), project management oversight of another vendor, Texas Procurement processes, and extensive knowledge of what is required of a vendor to perform a system upgrade. This position requires multi-tasking, exercising initiative and independent judgment.

 

Duties for this position will include:

 

·         Working with Executive Management to define the objective of the system upgrade.

·         Managing the scope of the procurement project for the system upgrade to the predefined budget.

·         Managing the development of all Texas Project Delivery Framework (TPDF) documents and Advance Planning Documents (APD).

·         Managing the development of the Procurement documentation that will be issued to bring a vendor in to complete the project work. The Procurement documentation could be a Request for Proposal (RFP) or a Deliverables-Based Information Technology Services (DBITS) Contract.

·         Managing the review and approval process for the TPDF, APD and Procurement documentation.  Swift and efficient approval processes are needed to ensure a timely hire of the vendor for the system upgrade.

·         Documenting risks, issues and providing weekly status updates. The system upgrade is of high importance and the worker will need to remove all barriers for the timely, successful completion of this procurement project.

·         Managing the requirements gathering and fit-gap efforts related to the research of a contract management solution.

Other Special Requirements (Optional): All entities replying to this request must be able to attest -- in writing -- that they are complying with Executive Order RP 80, signed 12/03/2014. In addition, because of the nature of the information in the system that will be upgraded, all entities must sign a Data Use Agreement as a condition of employment.

Project Manager work experience with at least 6 years in the Public Sector Information Technology

8

Strong Microsoft Office Suite Software skills including Word, Excel, PowerPoint, Visio and Project

Experience with PMI standards, terms and usage

8

Excellent communication skills – presentation, written, verbal; ability to communicate both verbally and in writing in a clear and concise manner

8

Strong interpersonal skills and attention to detail

8

Skill in coordinating and solving problems; consultative and advisory skills

Ability to establish and maintain effective and cordial working relationships at all organizational levels and various educational backgrounds/experience, including agency management, direct supervisors, co-workers, internal and external customers

Experience in IT project, planning, research, analysis or development

Enterprise Resource Projects (ERP) for Financial systems

4

Creating a Request for Proposal  or Deliverables-Based Information Technology Services Contract using State of Texas formats

Creating Texas Project Delivery Framework documents

Experience interviewing and soliciting requirements from stakeholders.

Experience designing and/or enhancing Contract Management Systems.

Bachelor’s degree or equivalent experience with focus in computer science, computer information systems or management information systems is preferred.

PeopleSoft Financials Experience on State of Texas systems (version 8.8 or higher)

Public Sector Experience (Federal, State or Local Government) including legislative processes and budget process experience

Ability to negotiate agreement among stakeholders and management of various educational backgrounds and experience

Experience with the Texas Statues and Rules

4

Work experience in contract management within the public sector.
