Work Description

The person will be responsible for defining the detailed functionality of the Meter Data Management System application (a COTS package), including data mapping for data conversions and interfaces.


Services to be performed will included, but not be limited to, the following:

  • Under the guidance of the Project Manager, this resource acts as the Functional Lead for the project and defines how the business requirements (known) will map to the functionality of the COTS package.
    • Works with the business to understand, detail, and improve business requirements and functional designs in sufficient detail to hand off clear and detailed specifications to the technical team to development.
      • Become the Subject Matter Expert on the project for business requirements, business use cases, functional designs/gap analyses, business rule definitions, value lists, application access and security definitions.
      • With COTS Package Vendor assistance, conducts a functional gap analysis on the COTS package to define how much of the application functionality can be used Out of Box (OOB), how much requires configuration, how much (if any) requires customization, and which functions can be hidden/restricted to the users.
    • Created and maintains the SDLC documents for the project including Requirements, Functional Design, and Traceability Matrix for application functions.
    • Writes clear, concise specification documents and communication with low ambiguity and clear traceability.
    • Create and maintains the Logical Data Mapping for Interfaces and Data Conversions.
    • Assists and guides the Test team with development of SIT and UAT test cases.
    • Assist and guides the Training teams with the development of end-user-training.
    • Create Standard Operating procedures for the System Maintenance and Interface error handling processes.


  • Assists Project Manager as needed on organizing and conduction interaction with the business and managing business risks and issues.
    • Forms strong relationship with business stakeholders at all levels and identifies/communicates

  • Should have a deep level of interest in helping the project succeed. In defining and documenting the details of how the business works today and in identifying opportunities to create long-term value for the business and resolve business issues proactively.
  • Should be a self-starter, hands-on analyst/lead, able to deal with ambiguity and work indecently without being micro-managed (after scaling the initial learning curve with help from the project team).
  • Reviews, analyzes, and evaluates business systems and user needs to formulate solutions that address business strategies. Prepare solution options, identifies risks, and performs required financial analyses. Documents detailed description of user needs, program functions, and steps required to develop or modify compute programs.
  • Reviews, analyzes, and evaluate technical systems to assess effectiveness and to formulate new or improved technical solutions. Determines operational, technical, and support requirements for the systems. Assists in the design, development, and maintenance of the solution.


  Worker Skills and Qualifications (Required)

  • Demonstrated experience in leading the functional design and gap analysis effort for a complex COTS package and extended solution. Broad understanding of how COTS functions to business processes including Out of box (OOB) functions, configurations, customizations, enhancements.
  • Skilled in analyzing complex business processes, mapping them to system functionality via gap analysis methods, performing logical data mapping for interfaces and data conversions, developing and evaluating options, estimating financial and business implications, and in conveying recommendations to technical and non-technical audiences.
  • Experience in collecting and documenting business requirements, and creating related functional designs at the level of detail that can be handed off to development team for technical design and development. Experience in analyzing interface and  data conversion requirements and detailing them to the logical design level including logical data mapping documents.
  • Ability to communicate effectively with audience of varying technical attitude, including business users, vendor analysts, internal IT staff, developers, etc.
  • Knowledge of project management techniques and ability to develop small schedules for tactical work streams and manage such work without extensive guidance from the Project Manger.
  • Experience in designing Meter Data Management/smart grid technical solutions (Preferable)
  • Broad exposure to electric utility applications and technologies (Preferable)
  • Awareness of technologies such Oracle DB, IBM Websphere (Preferable)
