Description:

PROJECT MANAGER _6081400533_TXDMV_Solicitation

The Worker shall design, plan, and coordinate work teams for the TxDMV Vision 21 program, working closely with the project sponsor and communicating to stakeholders.  The Worker shall demonstrate an understanding of the business and technical objectives of the project, and create all "compulsory" and appropriate "strongly recommended" deliverables, as defined by the Vision 21 Project Management Methodology Matrix.  The Worker shall track the budget, manage scope, and schedule progress via appropriate metrics.  The Worker shall document risks and develop mitigation plans.  The Worker is responsible for overall project direction and organization, including formulation, development, methodologies, implementation, and delivery of the project, emphasizing quality, productivity, and consistency.  The Worker must be self-directed and able to work independently.  The Worker is expected to set deadlines, define and assign roles and responsibilities, monitor and summarize progress of the project, and evaluate outcomes, ensuring adherence to schedules, deadlines, and completion of tasks.  The Worker shall be responsible for the achievement of objectives for the project and subsequent contracts regarding performance, revenue, and profit.  The Worker shall identify, track, and ensure resolution of issues and removal  of barriers, directing corrective actions in areas where performance falls below objectives.  The Worker shall assign responsibility to other supporting facilities, business areas, and support functions, and monitor their performance.  The Worker shall prepare weekly project status reports for upper management.

Experience managing projects over  $5 million

Experience managing software development projects in a state government environment

Experience developing / writing DBITS Statements of Work

Experience managing projects from scope development through project implementation, following standard project management industry practices such as the Project Management Institute’s (PMI) framework

Experience managing legacy system conversions to web-based systems

3

Experience mentoring application development project teams and project team leads

3

Experience managing projects under Texas QAT monitoring using the Texas Project Delivery Framework

PMP Certification

Project Management Professional (PMP) certification

Degree or Equivalent

Education – Undergraduate degree in Computer Information Systems or related field
