             GENERAL DESCRIPTION

 

Worker will perform routine project management work in support of the Texas Department of Motor Vehicles (TxDMV), Enterprise Project Management Office (EPMO) Division. Work involves coordinating the planning and initiation of projects approved by the TxDMV Governance Board at various levels of completion; monitoring the progress and schedule of projects; communicating with project stakeholders, management, and project team members, all according to strict milestones, deadlines, and budget parameters. The Project Manager will define the project's objectives in accordance with business requirements and oversee quality control throughout its life cycle. Worker will coordinate the work of others. Worker will work under moderate supervision, with limited latitude for the use of initiative and independent judgment.

 

DUTIES 

{C}·         Coordinates, plans, and evaluates projects approved by the TxDMV Enterprise Project Management Office (EPMO) using accepted project management methodologies and system development life cycle approaches.

{C}·         Assists in initiating projects, defining project scope, goals, resources, participants, and deliverables with senior management and stakeholders, obtaining authorization and commitment, and demonstrating business need and project feasibility.

{C}·         Applies agency's standard criteria for evaluating programs, proposals, and other pertinent information related to project assignments.

{C}·         Assists in developing project budgets, schedules, timelines, milestones, work plans, resources requirements, cost estimates and projections using appropriate tools.

{C}·         Assists in project post mortems documenting successful and unsuccessful project elements in accordance with agency post mortem standards.

{C}·         Reviews and recommends proposals and bids to management.

{C}·         Monitors and manages project cost to ensure project completion within budget with acceptable level of quality.

{C}·         Monitors and manages project quality to ensure project deliverables are acceptable and fulfill the terms of the project contract or business requirements.

{C}·         Identifies potential project risks and difficulties and designs strategies to mitigate or avoid them.

{C}·         Liaises with project stakeholders on an ongoing basis; compiles and distributes project information, status reports, and project budget expenditures.

{C}·         Coordinates project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors.

{C}·         Creates and maintains project documentation to comply with agency and state standards, requirements, and guidelines.

{C}·         Coordinates the work of other project team members.

Experience managing software development projects in a state government environment

Experience managing projects from scope development through project implementation, following standard project management industry practices such as the Project Management Institute’s (PMI) framework

Experience mentoring application development project teams and project team leads

Certification

Project Management Professional (PMP) certification

Degree

Education – Undergraduate degree in Computer Information Systems or related field
